THE POSITION

If so, look no further than this Unemployment Compensation Tax Agent position with the Department of Labor & Industry, Office of Unemployment Compensation Tax Services, Field Accounting Services Division, Collections Support Unit.

We are looking for independent and highly motivated individuals to help a wide range of employers and businesses comply with PA Unemployment Compensation (UC) law. As part of our team, you will assist employers with meeting important legal requirements while supporting the financial stability of our state's UC system. DESCRIPTION OF WORK

As a UC Tax Agent with our Collections Support Unit, you will assist in the collection of taxes, interest, penalty, and amounts due from delinquent employers. Each case is unique and offers an abundance of new learning opportunities. This role also offers daily variety as it combines traveling, teleworking, and working on-site with courts and businesses throughout Pennsylvania. Your duties in this role will include the following:

  • Delinquent Collections: Initiate collection actions with employers; communicate effectively by phone, mail, email, and in person meetings and discussions; and secure payment or recommend necessary collection actions
  • Employer Guidance: Explain taxpayer obligations and provide or be able to obtain a prompt, accurate answer to any question involving Pennsylvania UC Law
  • Instigative Work: Examine employers' records to determine their financial status, identify discrepancies, and support enforcement and compliance decisions
  • Legal Preparations: Recommend the filing of an assessment, lien, injunction, or other prosecution when necessary; prepare plans, estimations, and other legal documents to ensure collection
  • Bankruptcy Actions: Communicate with attorneys, trustees, or other representatives of the employer and monitor the activity of each bankruptcy via court systems

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are generally 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch. May vary based on operational needs. Alternate Work Schedule (AWS) is available for eligible staff.
  • Travel throughout Pennsylvania is required periodically. Travel expenses will be paid.
  • Telework: You may have the opportunity to work from home (telework) part-time after the successful completion of the required probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: The starting salary is non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • A bachelor's degree which includes or is supplemented by 18 college credits in finance and accounting, of which at least 6 college credits are in accounting; or
  • An equivalent combination of experience and training which includes 18 college credits in finance and accounting, of which at least 6 college credits are in accounting.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.

Other Requirements:

  • This particular position also requires possession of a current driver's license which is not under suspension.

Legal Requirements:

  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
