Job Summary

Provides leadership in the planning, developing and implementing the annual operating financial and the HR- functions for the Department. Directs and maintains capital budget (CBA) accounts based on capital outlay implementation plan for all major and minor projects. Provides leadership and direction in policy development. Directs and manages the assigned areas of responsibility to insure that established goals and objectives are communicated and attained. Serves as the principal budget and finance officer for Facilities Management, operating in a highly regulated environment that includes the Florida Board of Governors (BOG), the FIU Board of Trustees (BOT), the Florida Legislature, the Florida Division of Bond Finance, the Florida Auditor General, and other state agency reviewers. Aligns the Department's budget and finance operations with the Division of Finance & Administration Strategic Plan and with BOG Performance-Based Funding, SUS 30 Operational Excellence, and Florida DOGE efficiency metrics. Leads the Department's financial modernization agenda, including the implementation, administration, and continuous improvement of e-Builder as the enterprise capital program management system, and the integration of e-Builder with PeopleSoft Financials and other Division-wide platforms

  • Directs, plans, and delivers budget and finance functions for the Modesto A. Maidique Campus (MMC) and the Biscayne Bay Campus (BBC) within Facilities Management Department. Reports directly to the Chief Facilities Management Officer on all budget and financial activities for the Department. Coordinates and prepares the multi-million-dollar Fixed Capital Outlay Plan for all major construction projects in conjunction with the Senior Vice President & Chief Financial Officer and the Associate Vice President, Finance, and Chief Budget Officer, in compliance with Section 1013.61, Florida Statutes, and Florida Board of Governors Regulation 14.003. This includes the detailed E&G Carry-Forward Spending Plan for construction, maintenance, repairs, remodeling, and renovation; State of Florida Appropriated Projects (including PECO, CITF, and SFRF); and all non-appropriated projects funded by auxiliary or other university sources.
  • Administers and ensures that all budgetary and financial processes for the Facilities Management Department are executed in compliance with University Finance policies and procedures, covering administrative operations and major and minor capital projects. Directs and coordinates available funding for distribution as projected in the current fiscal year, performs daily monitoring of fund balances, executes required funding-category transfers, updates monthly reports, and monitors budget-process deadlines while advising appropriate staff. Responsible for the preparation of the periodic reports required by the FIU Board of Trustees Finance & Facilities Committee, including reporting on new minor projects and project change orders at the thresholds established from time to time by the Committee and by University policy.
  • Directs and maintains capital budget (CBA) accounts based on capital outlay implementation plan for all major or minor projects to include account numbers, object codes, and expenditure types by appropriate year. Conducts monthly accounting assessments of budget accounts for accuracy and consistency.
  • Directs and establishes capital outlay implementation plan (COIP) budget accounts for all major and minor projects to include fund sources (public education capital outlay, auxiliary trust funds, CITF, SFRF, E&G carry-forward, etc.) and expenditure type (construction, professional fees, furniture and equipment, contingency, etc.). Monitors project deadlines, such as revision of project funding.
  • Directs and oversees the preparation of requisitions for all construction accounts. Prepares reports and projections of expenses. Prepares minor project annual (for capitalization of facilities) reports for the Controller's Office, the annual minor project consist summary report, and the annual minority business enterprise report. Prepares construction schedule reports for submission to the President and his executive staff. Processes general contractor's payment of requisitions and change orders.
  • Supervises and performs reconciliation of all departmental accounting financial ledgers, including deposits, OPS, expenses, OCO and account balances.
  • Assists the Chief Facilities Management Officer in the preparation, direction, and management of the Department's operating budget including E&G, auxiliary, and grant-funded operations across the Modesto A. Maidique Campus and Biscayne Bay Campus.
  • Aligns the Department's budget and finance operations with the Division of Finance & Administration Strategic Plan and with the University's external accountability frameworks, including the Board of Governors Performance-Based Funding model, SUS 30 Operational Excellence, and Florida DOGE efficiency metrics. Develops, maintains, and reports on financial KPIs and dashboards for Facilities Management; participates in the Division's IMPACT strategic investment process; and supports the CFO's Office in preparing materials for the President's Executive Committee, the BOT Finance & Facilities Committee, and the Board of Governors.
  • During the transition period prior to the retirement of the incumbent Senior Director of Budget & Finance, undertakes a structured cross-training program covering all BOG, BOT, and legislative reporting obligations; PECO, CITF, SFRF, and E&G carry-forward administration; BOT Finance & Facilities Committee submission cycles; bond-financed project accounting; and the Department's relationships with external stakeholders (Division of Bond Finance, Auditor General, DMS, and external auditors). Documents key processes and controls to ensure continuity of operations and audit-ready succession with no gaps in regulated reporting.
  • Ensures that all capital program records, budget documents, contract files, and related financial data are maintained in compliance with the Florida Sunshine Law, the Public Records Act (Chapter 119, Florida Statutes), and applicable records-retention schedules. Coordinates with the Office of the General Counsel and the University Records Management function to respond to public records requests, litigation holds, and audit inquiries in a timely and complete manner.
  • Provides leadership to a staff that includes an Assistant Director of Finance, Professional Accountants, and an Accounting Clerk within the Department. Establishes performance expectations, conducts performance reviews, identifies cross-training opportunities, and builds a bench of internal successors for critical budget and finance functions.
  • Performs essential duties in any emergencies such as hurricanes, public health emergencies, and/or any other university emergency closing. The employee is expected to be available to report to work as needed during university emergency closing with appropriate notification of a department administrator.


Minimum Qualifications

Bachelor's degree in Finance, Accounting or related field and eight (8) years of related experience or Master's degree and six (6) years of related experience.

Must have two (2) years in a management role.



Departmental Requirements

Experience includes budget development and execution, financial planning and analysis, or fund accounting.



Desired Qualifications
  • State of Florida CPA certificate.
  • Experience in a state university System (SUS) or comparable public higher-education finance environment.
  • Experience with capital program management systems (e-Builder preferred) and enterprise ERP systems (PeopleSoft Financials preferred).
  • Construction accounting experience, including multi-GMP contracting, PECO/CITF/SFRF fund accounting, and AIA-style pay application review.
  • Advanced degree in a finance-related, accounting, or public administration discipline.
  • Experience in capital project financial management and in a public-sector or higher-education compliance environment.
