Job Description

The Contracts
Administrator II position operates under limited supervision and requires a
minimum of 5 years of previous government contracting, subcontracting, and/or
procurement experience. The primary
function in the role is to initiate, negotiate, and execute subcontract
agreements, consulting agreements, and various procurement actions for
Pro2Serve and subsidiary companies. Communication is a key component to be successful in this role as
interaction between internal divisions (Environmental and Engineering) and
departments (accounting, project controls, proposals, and business development)
and executive leadership is critical to execute primary tasks required.

Duties and
responsibilities include:


  • Initiates subcontract and
    consulting agreements for direct contract support and indirect overhead
    support for Pro2Serve and subsidiary companies
  • Issues purchase orders for
    standard procurement actions to include internal software tracking,
    subsidiary company support, and direct contract support.
  • When required, negotiates terms
    and conditions at the prime contract and subcontract level in accordance
    with Federal Acquisition Regulations (FAR), company policies, and other
    legal requirements
  • Develop prime contract flowdown
    provisions to be included in subcontract and consulting agreements.
  • Participates in proposal
    preparation (customer issued and lower-tier suppliers) such as
    representations and certifications, small business subcontracting plans,
    other forms required by customer Request for Proposals, and other actions
    as may be identified.
  • Development of
    small business subcontracting plans, submitting biannual reports in sam.gov,
    tracking goals and communicating with project managers to ensure goals are
    met.
  • Track and
    manage subcontractor periods of performance, funding ceilings, scope of
    work requirements, training requirements, etc.
  • Various monthly, quarterly,
    biannual, and annual reporting regarding subcontractor performance, small
    business usage, funding by project, overhead expenditures, awards and
    modifications, etc.
  • Customer contract closeout
    activities as required, which includes working with accounting, project
    controls, and project management to ensure scope completion, supplier
    payments, and standard waiver and release requirements.
  • Support various internal and
    external audits (financial, quality, security, insurance) by providing
    supplier agreements, values, and other information as may be requested in
    a timely fashion
  • Track certificate of insurance
    documentation for lower-tier subcontractors and requesting renewals
    annually as needed


  • GSA
    contracting experience - specifically, small business subcontracting
    reporting and catalog management
  • Some
    accounting experience as this position works closely with accounting with
    to identify cost accounting codes, approval workflow within our accounting
    system, funding agreements and certain accounting reconciliation reports,
    and closeout requirements for contracts and subcontracts
  • Software
    procurements, tracking, and renewals
  • JAMIS
    ERP or similar program
  • Performs other duties as assigned
    by supervisor.

Job Requirements

Bachelor's degree
and 4-6 years of previous work experience. A person without degree can substitute 4 years of previous work
experience for educational requirements. Must be familiar with government contracting/subcontracting
requirements.

Intermediate to
advanced experience with Microsoft Word and Excel.

Experience in developing Requests for Equitable Adjustments and/or
claims, GSA contracts, and Jamis accounting/purchasing system a plus.

Detailed working knowledge of the Federal Acquisition
Regulations (FAR), Cost Accounting Standards (CAS) and Truth in Negotiations
Act (TINA).

Experience in the development of subcontracts, consulting
agreements, proposal development documents and other contractual documents as
may be necessary.

Must possess excellent written and oral communication skills and
comfortable working direct with senior management and clients.

This position
may require the ability to obtain a government clearance. This position may
require reviews and test for absence of any illegal drugs along with a
background investigation by the Federal government to obtain an access
authorization prior to employment, and subsequent reinvestigations may be
required.
