The Program Manager will integrate and coordinate contract and task-order activities; control contractor resources; and ensure performance meets Government requirements for cost, schedule, quality, reporting, and technical execution. The role requires strong science and engineering credentials, experience supporting research environments and applied Navy programs, and the ability to convert technical and programmatic information into clear plans, reports, briefings, and management actions.

  • Serve as the company's single point of contact for program and contract management, working closely with the Contracting Officer (KO), Contracting Officer's Representative (COR), and other government stakeholders.
  • Exercise responsibility and authority over contractor resources necessary for performance, including personnel, subcontractors, supplies, travel, and other task-order resources.
  • Establish and maintain clear organizational lines of authority, responsibility, and communication to effectively manage and coordinate IDIQ and task-order activities.
  • Ensure contractor performance meets government requirements within cost and schedule constraints and supports high-quality, timely delivery of required products and services.
  • Implement and maintain the Management Plan (MP) and associated processes for quality control, risk management, systems engineering, configuration management, earned value management when applicable, and subcontract management.
  • Oversee contract administration, staffing, personnel qualifications, training, subcontractor coordination, and timely response to Government requests for contractual actions.
  • Track labor and costs by task or subtask; monitor funding, schedules, technical progress, risks, assigned actions, and project plans; and elevate issues requiring management or government attention.
  • Coordinate and support monthly technical progress, funds status, labor, travel, property, and other required contract and task-order reports and forecasts.
  • Participate in progress meetings, program reviews, and Integrated Product Team (IPT) meetings; document decisions, meeting notes, action items, responsible parties, and status through closure.
  • Coordinate procurement of materials, supplies, and services and arrange contractor travel or temporary duty necessary to support technical execution, demonstrations, laboratory activities, and field work.
  • Support program execution across NRL research areas including corrosion science and engineering, material science and environmental compatibility, marine coatings science and technology, and technology transfer, field demonstrations, and engineering support.
  • Facilitate communication among scientific, engineering, technical, administrative, and Government personnel to align objectives, resources, schedules, deliverables, risks, and program priorities.
  • Ensure technical and programmatic information is documented in clear, concise reports, presentations, meeting records, plans, and other deliverables established by NRL and its Program Sponsors.
  • Promote compliance with applicable security, safety, quality assurance, data management, and information-security requirements throughout contract performance.

EDUCATION/EXPERIENCE/EXPERTISE:

  • Master of Science or Doctor of Philosophy degree in Engineering, Physical Science, or equivalent from an accredited university.
  • Minimum of 5 years of demonstrated work experience supporting a research environment, with an appropriate knowledge base related to program management and RDT&E for marine application.
  • Science and engineering credentials with expertise in applied and industrial Navy environments.
  • Demonstrated ability to manage multidisciplinary research, engineering, technical, and administrative activities supporting complex Navy or DoD programs.
  • Knowledge of program and contract management practices involving cost, schedule, staffing, risk, procurement, subcontractor coordination, reporting, and action tracking.
  • Technical writing skills and a record of technical publications, including co-authorship of at least two peer-reviewed publications.
